If the noncitizen is abroad, or is not eligible for adjustment of status, the noncitizen may apply for an immigrant visa at a U.S. consulate abroad once the noncitizen's priority date is current. If the noncitizen obtains the immigrant visa, the noncitizen becomes a permanent resident when he or she travels to the U.S. with the immigrant visa and is admitted by an immigration inspector.
